Where Does Nc Get Oranges From What Is This Disease On Pears From My Fruit Tree?

What is this Disease on Pears from my Fruit Tree? - where does nc get oranges from

I realized about 1 / 4 of my bulbs in my pear tree
Spikes are rusty or appendages on all sides.
I tried to rub a little powder on me and my fingers are orange
on them.
Some pears are completely covered with them.
The leaves are healthy looking and most pears
apparently healthy.

What is it?
How do I treat it?

I live in North Carolina, where last year we had a delay
Spring frosts and drought in summer.
